If you don't have money and you want to start blogging for free then you go to Blogger. In blogger you don't need to buy hosting or domain but in the end of your domain they can add blogspot.com. For example: techydunyanews.blogspot.com
After you make your website you have to pick a niche and publish at least 25 articles related to your niche for monetize your blog and earn money through ads from adsense or any other ads platforms like infolinks, studads etc. But I highly recommend you to use Google adsense because its Google's official ads platform.
You have to learn SEO for seo your articles and gain organic traffic through Google. SEO includes backlinks which is do-follow or no-follow and ranking keywords and optimization of article and many more.
I advised you to check your website before link with Google adsense that you don't have any plagiarism or copyrighted material on your website and don't copy others articles or spin others articles or rewrite others articles. Don't use other ads services after link with adsense for earn more because it would block your adsense account permanently without any notice.
